Design Competition First Award 1997, in association with Architect of Record Construction completed 2001
A curving stone wall provides a datum against which are assembled three distinct volumes: a plinth containing public functions, a Town Hall office slab which is articulated into segments, and a cylinder containing the City Council offices and assembly hall.
